3. Will Rogers, Washington
Rogers enters 2024 as one of the top pure passers in college football and while Washington will begin a new era under Jedd Fisch, the offense has every opportunity to thrive once again between that pairing and offensive coordinator Brennan Carroll, the son of former USC and Seattle Seahawks coach Pete Carroll. Rogers racked up 12,315 yards in four years at Mississippi State highlighted by a 4,739-yard season in 2021 where he also threw for 36 touchdowns and completed nearly 74% of his passes. He was strong again in 2022 as he fell just shy of another 4,000-yard campaign and threw for another 35 scores. Injuries and inconsistency last season have made Rogers a bit of a forgotten man heading into 2024, but he has a real chance to lead the Big Ten in multiple passing categories.
