Carter is one of the oldest players on this list but his impact at Penn State has not been forgotten. After three terrific seasons in State College, Carter became the No. 1 overall pick of the 1995 NFL Draft and is the last running back to hold that distinction. Despite a slow freshman season, Carter emerged to produce a 1,000-yard campaign in 1993 before breaking out as a junior where he had 1,539 yards and 23 touchdowns while averaging 7.8 yards per carry. He finished second in the Heisman Trophy voting that season and was a unanimous All-American as he helped the Nittany Lions to a Rose Bowl victory to cap a perfect 12-0 season. Carter鈥檚 numbers would have been bigger if he played his senior season, but he is still one of the most talented running backs college football has seen.
