2. Boo Carter, ATH, Bradley Central
Carter was a top priority for the Vols in the class of 2024 and they landed him on June 17. He tallied 1,478 yards and 28 touchdowns last season while also accumulating four interceptions. He could play on either side of the ball and hold his own at the collegiate level, but he is expected to play in the secondary in Knoxville.
