5. Jahvin Carter, G, Alcoa
Carter received an offer from Penn State on June 16 and decided to commit to the school 10 days later. The 6-foot-2 guard served as a catalyst for the Tornados’ offense and championship run last season. Carter scored 27.3 points per game along with two steals as a junior. Carter is already the school’s all-time leading scorer prior to the start of his senior season.
