9. Cam Rising, Utah

Rising has helped lead the Utes to back-to-back Rose Bowl appearances as the starting QB, and he鈥檚 passed for 5,527 yards and 46 TDs, in two years. Rising also had a passer rating of 149, good for fifth in the Pac-12 last season.聽

Rising has aspirations to lead the Utes to the college football playoff (CFP), making his return to Salt Lake City.聽
